ENROLLMENT AND DEMOGRAPHICS
The Enrollment Demographics Committee (EDC), comprised of parents, community members, staff and students, will convene to study enrollment and demographic trends in schools across the District. The EDC will focus on creating equitable learning opportunities for students across district schools.The EDC will make a recommendation to the Superintendent and the Board of Directors regarding the geographical boundaries of elementary and middle school feeder patterns into the two comprehensive high schools. This recommendation will include a demographic profile of each proposed school boundary.

COMMITTEE MEMBERSHIP

Phase 1: Study the District’s enrollment and demographic trends to design school boundaries that offer equitable programs and services to all students.

Phase 2: Provide ongoing, continuous review and planning to make the most efficient use of existing sites. 
Phase 1: The committee will meet monthly from 6:30 – 8:00 pm.

Phase 2: The committee will meet at least twice a year to monitor enrollment and demographic trends.

All meetings are open to the public. 
The composition of the committee will include voting and nonvoting membership, the latter of which is to ensure accurate and timely information and perspective is provided to the voting membership.
The committee shall be comprised of community members, students, staff and District staff to provide technical support as needed. 

COMMITTEE MEETINGS

The Marysville School District’s Enrollment and Demographics Committee will meet at least monthly in a calendar to be determined by the committee membership.

Committee Norms

  1. Be respectful of our time. Start and end on time.
  2. Participation is a right and responsibility.
  3. Value all voices represented by the committee. Monitor air time and seek input from all voices.
  4. Listen openly to ideas focused on understanding. Critically analyze the ideas, not the people who voice them.
  5. Focus on solutions to move the work forward towards consensus on the best recommendation we can make. No solution will be perfect.
  6. Committee represents many voices in the community, and speaks with one voice. Decisions are supported by the whole group.
  7. Attendance and presence at meetings is important. Meetings are public and progress will be documented online, but engaging in the process to reach a recommendation to the board is the committee’s responsibility.
  8. Respect one another and the experiences and perspectives we represent.


Background

During the 2016-2017 and 2017-2018 school years, the Marysville School District completed two comprehensive studies of secondary schools (WASA and Strategies 360). The Strategies 360 study included a year-long community engagement process (Dream Big 2.0) designed to listen and learn from parents, students, staff, and community members about the hopes and dreams for Marysville students. Following review and discussion of the two studies and listening to participants during the Dream Big events and at the close of the 2018 school year, the Superintendent presented a recommendation to the Board of Directors to reinstate boundaries for District high schools. Since 2010, students in the Marysville School District choose a Small Learning Community (SLC) school to attend for high school, so district high schools currently operate without geographic boundaries. The Superintendent’s recommendation subsequently adopted by the Board of Directors included the move to two comprehensive high schools (MG and MP) with geographic attendance boundaries while continuing to provide additional learning opportunities for students at small schools on the MTC campus. New geographic feeder system boundaries will be implemented for all schools at the start of the 2020 school year.

As part of the process, the Superintendent recommended an Enrollment Demographics Committee (EDC) comprised of parents, community members, staff and students be convene to not only study historical, current and future enrollment in schools but also examine demographic trends across the District. The EDC will study demographic and enrollment trends in the Marysville School District with a focus on creating equitable learning opportunities for students across district schools. In the first phase of the work, the EDC will make a recommendation to the Superintendent and the Board of Directors regarding the geographical boundaries of elementary and middle school feeder patterns into the two comprehensive high schools. This recommendation will include a demographic profile of each proposed school boundary.
